Why Hove holds so much asbestos
Hove sits on the East Sussex coast right up against Brighton, the two of them now a single city. Its housing tells the story of how it grew. The grand Regency and early Victorian fronts around Brunswick Town, Adelaide Crescent and Palmeira went up first, long rows of stucco terraces and squares facing the sea. Most of that grander stock has since been split into flats and maisonettes, and a good part of it sits inside conservation areas or carries a listing. Behind it stand the mansion blocks. Further inland, out towards Hangleton and Portslade, street after street of interwar and postwar suburban houses with gardens and garages fills in the rest of the map.
Asbestos was a normal building material in Britain right up to 1999. Anything in Hove built or refurbished before then can hold it, and a great deal of the city predates that line by decades. The grand conversions were carved into flats during years when artex, board and lagging were standard. The suburban semis were thrown up and later extended in exactly the period asbestos cement sheeting was cheap and everywhere.
So the question is rarely whether a Hove property might contain it. The question is where it sits, and what state it has reached. A sound material that no one touches is one thing. The same material cracked, drilled into or pulled out during a refit is another, because that is the point at which fibres can be released into the air. That difference, between asbestos left alone and asbestos disturbed, runs through every job in this guide.
Indoors in the flats, outdoors in the suburbs
In the period seafront flats and the larger conversions, the asbestos is almost always indoors. It shows up as textured artex on ceilings and walls, as asbestos insulating board around boilers and in airing cupboards and as ceiling boards, as vinyl and thermoplastic floor tiles with a layer of black bitumen adhesive underneath, and as pipe lagging running through basements and the old shared heating routes. None of this is a problem while it is sound and left alone. It becomes one the moment a refit, a rewire or a leak disturbs it. The black adhesive bedded into the screed under old tiles is regularly the more stubborn find, since it can stay put long after the tiles themselves have lifted.
Out in the Hangleton and Portslade suburban stock the pattern flips and moves outside. Here it is the corrugated cement garage and shed roof, the standard find on so many of those interwar and postwar plots, along with cement soffits, gutters and fascia boards on the semis. Decades of coastal weather crack and soften those sheets. A roof that is breaking up is more of a worry than one still in one piece, because weathered material sheds fibres far more readily than a sheet that is whole and sealed.
The two halves of Hove, the grand conversions and the suburban streets, throw up very different jobs. One is careful indoor work in an occupied flat with neighbours either side and below. The other is an outdoor strip on a private drive. We deal with both, and the method shifts to match the material and the setting rather than forcing one approach onto every property.
How a clearance runs, and the honest distance
We start by sampling. You cannot tell asbestos from a lookalike by eye, so a small piece of the suspect material goes off to a UKAS-accredited laboratory and comes back confirmed in a few working days. Once we know what we are dealing with, the material is taken out whole rather than broken up, double-bagged and carried to a licensed disposal facility. On most domestic jobs there is no skip on the road, the work is done in a day, and the property is left clean with the paperwork handed over so there is a clear record of what was removed and where it went.
Higher-risk material is held to a stricter standard. For licensed work we give the HSE 14 days of notice before we start, build a sealed enclosure around the area so nothing escapes into the rest of the home, and finish with four-stage clearance testing signed off by an independent analyst. No one returns to the space until that analyst confirms the air reads clean. It is the part of the process people see least and the part that matters most in an occupied building.
