Asbestos Ceiling Removal in Chiswick

Chiswick was built in the decades that leaned hardest on asbestos. The Queen Anne red-brick houses of Bedford Park, the period terraces around Turnham Green, the rows along Chiswick High Road, the Edwardian and 1930s stock filling out towards Gunnersbury and Grove Park. Most of it stood for years before asbestos was banned in the UK in 1999, and a lot of that material is still in place above head height. Anything fitted before that ban is now more than two decades old, which is exactly the age at which old coatings and boards start to break down and matter.

Two things turn up on Chiswick ceilings. The first is textured artex, the swirled or stippled coating brushed across ceilings and walls in countless mid-century homes. The second is asbestos insulating board, AIB, which was fitted around boilers, lining airing cupboards and as flat ceiling panels. The flat conversions are where AIB shows up most, because the boxing-in and partition work that split these larger houses into flats during the 1960s and 1970s leaned on it. The grand riverside houses along Chiswick Mall and the big semis off Grove Park were prime candidates for that kind of conversion.

You cannot tell either one by eye. Artex carries a lower percentage of asbestos and is frequently a non-licensed job. AIB holds far more, is higher risk and is licensed work. The two demand different controls, different paperwork and a different process on site, so the material gets sampled and identified before anyone lifts a scraper. Guessing is the one thing that turns a routine ceiling into a problem, because dry-scraping suspect artex or snapping a board sends fibres straight into the room.

Nothing comes down until a small sample has gone to a UKAS-accredited laboratory and confirmed what the coating or board actually is. A piece is taken under controlled conditions, double-bagged and sent off, with results back in a few working days. That one step decides whether the ceiling is a non-licensed artex strip or a licensed AIB removal, and it sets the controls, the notice period and the cost. It is also the cheap part of the job, far cheaper than treating a low-risk artex ceiling as though it were licensed board.

Licensed AIB work carries the full statutory process. Clearaway gives the HSE 14 days written notice before that kind of job starts, which is why an AIB ceiling cannot be booked for the same week. When the removal is done the enclosure stays up for four-stage clearance by an independent analyst, who is not the person who did the removal. The analyst checks the paperwork, makes a visual inspection of the stripped space, runs the air test and only then signs off the dismantling of the enclosure. The reassurance air test has to read below 0.01 fibres per millilitre of air, the published clearance figure, before the room is handed back and anyone moves back in.

Parts of Chiswick add another layer. Bedford Park and Chiswick Mall sit in conservation areas with listed houses, so on those properties the ceiling work is planned around the restrictions and the original fabric is protected. Plaster cornices, lath-and-plaster ceilings and period mouldings are kept intact wherever the asbestos sits separately from them, and the access route through a listed interior is thought through before the enclosure goes up. The point is to remove the hazard without damaging the features the conservation area exists to keep.
