Asbestos Ceiling Removal in Brighton

What sits above your head in a Brighton flat
Look up in a lot of Brighton homes and the ceiling tells you the age of the building. The big Victorian houses that climb the hills through Hanover, Hollingdean and Preston Park were rarely built as flats. They were carved into them later, often in the 1960s, 70s and 80s, and that is exactly the window when textured artex and asbestos insulating board were going up everywhere. A swirled or stippled ceiling coating, a flat board lining a hallway, a panel boxing in the pipes near a boiler. Some of it holds asbestos. A lot of it does not. The trouble is you cannot tell which by looking.
There are two materials we deal with most on ceilings here. The first is artex, the textured coating brushed or combed into patterns across ceilings and the tops of walls. The second is asbestos insulating board, usually called AIB, which turns up around boilers, inside airing cupboards and as flat ceiling panels in the rooms that were split out of a larger house. Both were common in the conversions that make up so much of Brighton's rental stock. Neither belongs on a list of things to scrape or drill into on a whim.
The two behave very differently once you start work. Artex is often the lower risk of the two and some artex jobs can be carried out without a licence. AIB is more friable, releases fibres more readily and is licensed work. That difference decides how a job is planned and notified, which is why the material has to be identified properly before anyone lifts a tool to it.
Why a survey misses what a ceiling hides
Ceilings are good at keeping secrets. A coat of fresh emulsion can sit straight over artex and hide the texture completely, so a buyer walks a flat in Kemptown or Brunswick and sees nothing unusual. A boxed-in section near a boiler looks like ordinary plasterboard until someone opens it up. In an HMO or a student let that has been redecorated between tenancies more than once, the original surface can be three or four layers down. The fabric of the building does not advertise the problem.
This is where the eye fails and a sample settles it. You cannot tell artex containing asbestos from artex that does not, and you certainly cannot judge a painted board from the floor. So before any removal we take a small piece under controlled conditions and send it to a UKAS-accredited laboratory. The result comes back in a few working days and tells us plainly whether there is asbestos present and, if so, what type. Only then can the job be priced and planned honestly, rather than guessed at.
That order matters more in a flat than almost anywhere else. Get it wrong overhead and the fibres do not stay put. They drift down into the room you live in, settle on the floor you walk on and the surfaces you touch. A ceiling is not a garage roof out in the open air. It is directly above the bed, the sofa and the kitchen table, so the testing comes first and the work follows the result.
Removing a ceiling while people still live there
Most ceiling work in Brighton happens in homes that nobody is moving out of. A couple in a one-bed conversion off Preston Park, a landlord turning a flat around between students, a family in a bay-fronted house up towards Patcham. You cannot simply rip a ceiling down around people, so the room is treated as a sealed space for the duration. Doorways and any gaps are closed off, surfaces are protected, and the air inside the working area is drawn through commercial-grade filtration so fibres are captured rather than left to spread through the rest of the home.
For lower-risk artex that can be handled without a licence, the controls are still real. The room is sealed, the coating is removed in a way that keeps it damp and intact rather than sanded into dust, and waste is double-bagged and taken away as the hazardous material it is. For AIB, the higher-risk licensed material, the job steps up. Licensed removal carries 14 days of notice to the HSE before work begins, a full enclosure built around the area, and four-stage clearance testing by an independent analyst at the end. That last point is the one that protects you most. The person who signs off the air is not the person who did the removal.
Air testing is the gate at the end of every ceiling job, licensed or not. Nobody returns to the room until a clearance test confirms the fibre level in the air has dropped back to where it should be. In a small flat with shared landings and neighbours through the wall, that is not a formality. It is the whole reason the work is done by people who do it properly rather than a general builder with a dust sheet and a scraper.
An honest word on travelling to Brighton
We should be straight about geography.
