What hides in a Banstead ceiling
Most of the housing around Banstead went up between the wars and in the decades after, detached houses and semis on generous plots running out towards Nork and Burgh Heath. The risk is not the same for both. Artex is lower risk and the coating can often be removed under non-licensed conditions. That is why the sampling step matters before anyone lifts a single board.
The places these materials turn up are predictable once you know the housing. Ceilings of that age are the prime suspects, along with the boards lining the cupboard that houses the boiler. Working inside an occupied home
Ceilings are different from a garage roof out on the drive. A unit draws air out through a filter so the pressure inside stays lower than the rest of the house, which means air flows in rather than leaking out and no loose fibre drifts into the hallway or the room next door. The air inside is turned over repeatedly, with a well-run enclosure giving in the region of five air changes an hour, and the extracted air passes through commercial-grade filtration before it leaves. Asbestos insulating board comes out whole wherever it can. AIB was made in flat sheets, a common size being 1220mm by 2440mm, and lifting a board down intact releases far less fibre than snapping or sanding it would. Each sheet is double-bagged, labelled, and taken off site to a licensed disposal facility rather than going out with the household waste. Textured artex coatings are kept wetted down and removed in a way that holds the dust at the surface instead of letting it travel.

Air testing before anyone returns
No room is handed back on someone's word that it looks clean. For higher-risk licensed work on AIB, the law sets a clear sequence. Licensed jobs are notified to the HSE 14 days before they start, the work is done inside full enclosure, and the room is signed off by a four-stage clearance carried out by an independent analyst rather than by the team that did the removal.
Those four stages run in order. First a careful look at the paperwork and the site, then a detailed visual check that the room is genuinely clean and all the material has gone, then air monitoring inside the enclosure, and finally a check of the site once the enclosure comes down. The air test is measured against a published clearance figure of 0.01 fibres per millilitre of air. Only when a room sits at or below that figure is it confirmed safe to reoccupy, and the analyst issues a certificate to that effect.
For a lower-risk artex job that does not need the full licensed regime, the room is still cleaned down thoroughly and a reassurance air test can be run against the same 0.01 figure before the family moves back in. The principle holds either way. The ceiling is not finished when the board is down, it is finished when the air in that Banstead bedroom or hallway has been checked and the result is in writing.
